Skip Bin Permits in Geelong and the Surf Coast: CoGG vs Surf Coast Shire Rules (2026)

Do you need a permit for a skip bin in Geelong or on the Surf Coast?

Only if the bin sits on public land, the road, nature strip or footpath. On your own driveway or property, no permit is needed in either council area. But if the bin has to go on the street, the rules differ depending on which side of the council boundary you live: in Greater Geelong, the permit sits with your skip bin company; in the Surf Coast Shire, there’s a permit application with a set council fee and a 30-day limit. Here’s exactly how both systems work and the easy way to handle it.

When do you need a skip bin permit?

A permit is required whenever a skip bin sits on council-owned land: the road, the nature strip, a footpath or a public parking bay. No permit is required when the bin sits entirely on private property, your driveway, front yard, backyard or a private building site. Both the City of Greater Geelong and the Surf Coast Shire apply this same basic split.

The legal definition is broader than most people expect. Under both councils’ rules, a “bulk rubbish container” is any bin, skip or container holding a substantial quantity of rubbish that can’t be lifted without mechanical assistance, so it covers every skip bin size, from a 2m³ mini skip up. It doesn’t cover your normal kerbside wheelie bins.

The practical takeaway:

If the bin fits on your property, use your property. It’s free, there’s no paperwork, no waiting on approvals, and no conditions to comply with. Most of our bins are driveway-friendly, check the dimensions in our skip bin size guide against your available space before assuming you need street placement.

Greater Geelong (CoGG): the permit sits with your skip company

Here’s the detail almost nobody explains:

In the City of Greater Geelong, a skip bin permit isn’t something residents arrange themselves. The council’s own guidance states that the company you hire the bin from needs to take out the permit to place it on council land, and accredited skip bin companies pay ongoing fees to the council for this. The system operates under the Local Government Act 2020 (Victoria) and the council’s Neighbourhood Amenity Local Law 2024.

What this means for you as a Geelong resident:

  1. You don’t fill in a single council form. Tell us the bin needs to go on the street, nature strip or footpath, and we take care of the permit requirements, it’s part of the job, not an extra you have to chase.
  2. We’re a local operator set up with the City of Greater Geelong. The council states that infringements may be issued if a bin is detected on council land without a permit, with G-Town, the bin outside your place is covered.
  3. Just flag it when you book. Let us know at booking time (not on delivery day) that the bin is going on public land, and everything is in order before our truck arrives.

If your bin is going on public land anywhere in Greater Geelong, tell us when you book and we’ll take care of the permit requirements as part of the job, one of the advantages of hiring local.

Surf Coast Shire: an application, a set fee and a 30-day clock

South of the council boundary, Torquay, Jan Juc, Anglesea, Aireys Inlet, Lorne, Winchelsea and surrounds, the Surf Coast Shire runs its skip bin permit as a standard application. The key details from the Shire’s published permit information:

  • Fee: $127 for the 2025–26 financial year. Council fees are reviewed annually, so the current financial year’s figure may differ, confirm with the Shire or with us when you book.
  • Duration: The skip bin on the nature strip permit runs for 30 days. If your project outlasts the permit, a fresh application is needed, worth factoring into renovation timelines.
  • How to apply: the Shire provides an online application form for placing a bulk rubbish container on council land such as roads or footpaths. In practice, ask your skip operator to arrange it when you book, we handle this for Surf Coast jobs routinely.
  • Legal basis: the Local Government Act 2020 and the Shire’s Community Amenity Local Law 1 (2021).

The Surf Coast Shire’s Local Laws team is on 03 5261 0600 for current fees and conditions.

One coastal-specific note:

Holiday-season parking pressure in Torquay and Jan Juc makes street placement harder to accommodate in summer. If you’re planning a December–January clean-out, book early and expect the driveway to be the far easier option.

Which council covers your suburb?

The permit rules follow council boundaries, not “the Geelong region” as people casually use it. A quick reference:

CouncilCovers (examples)
City of Greater GeelongGeelong CBD, Geelong West, Belmont, Highton, Newtown, Grovedale, Waurn Ponds, Lara, Corio, Norlane, Leopold, Ocean Grove, Barwon Heads, Drysdale, Clifton Springs, Portarlington, St Leonards
Surf Coast ShireTorquay, Jan Juc, Bellbrae, Anglesea, Aireys Inlet, Fairhaven, Lorne, Winchelsea, Moriac, Deans Marsh

The one that surprises people:

The Bellarine Peninsula, Ocean Grove, Barwon Heads, Drysdale, Portarlington, sit inside the City of Greater Geelong, not a separate coastal council. So a Bellarine street placement follows CoGG’s company-holds-the-permit system, while a job 20 minutes away in Torquay follows the Surf Coast Shire’s application-and-fee system.

Not sure which side of the line you’re on?

Tell us your suburb when you book and we’ll know immediately, we deliver across both council areas every week.

The placement conditions that apply everywhere

Both councils reference the same statewide document for how a bin must sit on a road: the VicRoads Code of Practice for the Placement of Waste Bins on Roadsides. Whichever council area you’re in, a street-placed skip must comply with the visibility and safety requirements of that code, the bin needs to be clearly visible to traffic (including at night), must not obstruct sightlines, driveways, footpath access or traffic flow, and must be positioned so pedestrians and vehicles can pass safely.

In practice, compliant placement is the operator’s responsibility as much as the resident’s, it’s a big part of why councils regulate placement through permits at all. A few things that help on your end:

  • Keep the proposed spot clear of parked cars on delivery day.
  • Don’t ask for placement over drains or hydrants, or within intersections and pedestrian crossings.
  • If your street is narrow or busy, mention it at booking, a photo of the spot lets us confirm it will comply before the truck leaves the yard.

What happens if a bin goes on council land without a permit?

Both councils can issue infringements under their local laws for unpermitted bins on public land, the City of Greater Geelong states this explicitly in its published miniskip information. Beyond the fine, a council can require the bin’s removal, which means paying for a re-delivery to a compliant spot mid-project. It’s an entirely avoidable cost: flag street placement at booking, and the permit side is sorted before the bin arrives.

Frequently asked questions

Do I need a permit for a skip bin on my driveway in Geelong?

No. In both the City of Greater Geelong and the Surf Coast Shire, bins placed entirely on private property, driveway, yard, or private site require no permit. Permits only apply to council land: roads, nature strips, footpaths and public parking areas.

How much is a skip bin permit in Geelong?

In Greater Geelong the per-permit fee charged to residents can range from $74 to $185. In the Surf Coast Shire, the application fee was $127 for the 2025–26 financial year; fees are reviewed annually, so confirm the current figure with the Shire or ask us when you book.

Who applies for the skip bin permit, me or the skip company?

In the City of Greater Geelong, the council requires the skip bin company to take out the permit. In the Surf Coast Shire, it’s an application process, and in practice, your operator arranges it. Either way, the simplest path is the same: tell your skip provider at booking that the bin is going on public land, and let them handle it. We do this as standard for street placements.

How long can a skip bin stay on the nature strip?

In the Surf Coast Shire, the nature strip permit runs for 30 days. In Greater Geelong, duration is governed by the permit conditions the operator holds. On private property, no council time limit applies, just your agreed hire period.

Does Ocean Grove need a Surf Coast Shire permit?

No, Ocean Grove, Barwon Heads and the rest of the Bellarine Peninsula sit inside the City of Greater Geelong, so CoGG’s rules apply: the skip company holds the permit for any placement on council land.

Can I put a skip bin on the road outside my house?

Yes, with the permit side in order and compliant placement. The bin must meet the visibility and safety requirements of the VicRoads Code of Practice for the Placement of Waste Bins on Roadsides, visible to traffic, not obstructing sightlines, driveways or pedestrian access. Your operator should confirm the spot is workable before delivery; send us a photo if you’re unsure.

What’s the fine for an unpermitted skip bin?

Infringement amounts are set by each council under their local laws (the Neighbourhood Amenity Local Law 2024 in Greater Geelong; Community Amenity Local Law 1 in the Surf Coast Shire) and can change, contact the relevant council for current penalty amounts. The practical answer: don’t risk it, because the permit path takes one sentence at booking to sort.

Do I need a permit for a skip bin on a building site?

Not if the bin sits within the site boundary on private land. If site constraints force the bin onto the road or footpath, common on tight builds and unit developments, a permit is required in both council areas, and traffic-safety conditions apply. Flag it early: constrained-access placements need more lead time.
